<p>MINISTER OF THE Environment, Water Resources and Drainage Denis Kellman is “convinced” Prime Minister Freundel Stuart will soon make a decision concerning the political futures of both himself and Denis Lowe.</p>
<p>However, he said he was just as convinced such a decision would not be made hastily.</p>
<p>In likening the job of the Prime Minister to that of a chief executive officer (CEO), Kellman said: “When you have a functioning Government and ministers, then it is for the CEO to watch and time his interventions, but I can assure you there will come a time when the CEO will talk and there will come a time when the CEO will make his announcements.</p>
<p>“When one watches what is happening, it is quite obvious you can speak too early, and I am happy he has not spoken too early, but I can also assure you he will speak in time, and I am quite convinced that time will be soon,” he said, adding that Lowe was “still very much a minister”.</p>
<p>Kellman, speaking to the <strong>DAILY NATION</strong> after the launch of a sustainable land management project at the Natural Heritage Department in Sturges, St Thomas, also chastised the public for seemingly not sympathizing with the responsibilities Freundel Stuart had as Prime Minister.</p>
<p>“What people in Barbados have to recognize is that running a Government cannot be done like in previous years. Managing ministers is now a job and people must understand the same way the private sector is run, Government has to be run also,” he said.</p>
<p>Kellman said the same way a CEO in the private sector was not tied down to any one managerial position yet still had wide responsibilities, so too did a Prime Minister.</p>
<p>“He must be able to manage his managers and still travel throughout CARICOM and internationally, but I don’t think people understand the wide remit the CEO in Government has,” he said.</p>
<p>“I do not know of anybody in Barbados with the same remit as the Prime Minister of Barbados, but yet people speak like they do not understand the amount of responsibility which falls on his shoulders.</p>
<p>“The Prime Minister as CEO has that remit [concerning himself and Lowe], and I have no control over that [nor will I] question my CEO,” he said. On January 4, Kellman was sworn in as a minister after Lowe fell ill late last year and had to be hospitalized. Lowe has since been released from hospital but has yet to return to ministerial duties. (Nation News)</p>

<p>Barbados may be returning fruit trees to the gullies in an effort to focus more on the sustainable use for all the island&#8217;s available land space.</p>
<p>Minister of Environment Denis Kellman made this declaration this evening, moments after launching the Sustainable Land Management Project in conjunction with the United Nations Development Programme.</p>
<p>Kellman told the media that along with Ministry of Agriculture and Minister David Estwick, his ministry was looking at ways to increase the island&#8217;s fruit stock.</p>
<p>&#8220;We also have to increase our fruit stock in Barbados. We are not going to be planting trees for the sake of planting trees, but we will ensure that we will be planting fruit trees, not only for Barbadians but to ensure that the monkeys remain where they should be.</p>
<p>&#8220;Over the years we have destroyed all the fruit trees in the gullies and we have not gone back to the gullies to replace them. In this ministry we will be looking at the possibility of utilising that large mass of land that has been ignored over the years,&#8221; said Kellman.</p>
<p>He said he believed as well that the gullies were the perfect place for greenhouses and plant nurseries.</p>
<p>&#8220;I strongly believe that instead of using lands like these [at Sturges] for plant nurseries that the best place you can use for plant nurseries will be the gullies. The climatic conditions are just suited for them,&#8221; he said at the National Heritage Unit at Sturges.</p>
<p>&#8220;In the gullies you will find a natural greenhouse where the trees provide the shade, take off the heat and so on. It will be things like those that we will be looking at.&#8221; They would also be looking at uses for the controversial Greenland, the minister said too, with suggestions thus far pointing toward a fish farm or a natural park.</p>
<p>&#8220;The Ministry of the Environment along with the Ministry of Agriculture, we are discussing it and that we will find a positive role for it and that is as you know is already in the Scotland District and we have no intention of damaging the environment. Further from damaging the environment, we will ensure that we protect the environment.</p>
<p>&#8220;Some time ago when we visited Greenland I suggested that the best use for it was a fish farm but I can assure you that there are many other ideas that we are tossing around within the Ministry of Environment and the Ministry of Agriculture. For example, it is in a natural park, so it can easily be a park,&#8221; he said adding that the suggestions would be revisited.</p>
<p>&#8220;It is something that we will have to go back to, but I can assure you that Greenland will not be a waste. We will find a solution to it and one that everyone will be happy about.&#8221; (LB) (Barbados Today)</p>

<p>OUTSPOKEN parliamentarian Denis Kellman took up his acting  appointment as Minister of the Environment, Water Resources and Drainage  yesterday and promptly revealed his preference for tackling  environmental problems the old-time way.</p>
<p>Kellman said that many things that were done in years past were relevant to environmental conservation.</p>
<p>“Renewable energy will be one of the things that we have to look at in a major way.</p>
<p>“Years ago, we knew nothing about fossil fuels, but we knew about the thing we now call renewable energy,” he said.</p>
<p>A Barbados Government Information statement said that Kellman  stressed the need to “apologise” to our foreparents by returning to some  of the practices of bygone years.</p>
<p>“We also need to recognise that we are leaders,” Kellman said.</p>
<p>“The Parks and Beaches Commission was not only established for  weeding and cutting down trees, as some persons believe, but to preserve  the environment.</p>
<p>“So, now that the world is talking about greening and a clean  environment, we should educate the world about how we started the  process.”</p>
<p>Kellman, a parliamentarian of some 16 years, was elevated to the  front bench following the illness of the substantive Minister Dr Denis  Lowe.</p>
<p>“I am happy to be here and I am glad to have met the Permanent  Secretary and staff. I am also happy to find a department keen to work  and willing to advise,” the acting minister remarked, following  introductory meetings with Permanent Secretary Lionel Weekes, senior  members of his technical team and other staff at the ministry’s Hincks  Street, Bridgetown offices. <p>Denis Kellman, Member of Parliament for St. Lucy was sworn in  as acting Minister of the Environment, Water  Resources earlier today.</p>
<p>He took the oath before Governor General Sir Clifford Husbands at  Government House. Witnessing the ceremony was also his wife, Paulevette  and son Paul St. Elmo.</p>
<p>After the swearing in, Kellman spoke of party unity and the  importance of giving Government the necessary support to ensure its  stability and success.</p>
<p>“I am a private sector person entering the public sector where I am looking  to make the two gel successfully,” Kellman stated.</p>
<p>He said his postion as Caricom Ambassador would remain until the Prime Minister Fruendel Stuart dictates otherwise. (Nation News)</p>

			<content:encoded><![CDATA[<p>Member of Parliament for St. Lucy, Denis Kellman is holding firm to the believe that the expansion of ABC Highway is not the solution to the traffic problems in Barbados.<br />
In fact, he opined that every time a lane is added it makes congestion twice as bad. He was speaking in the Lower House yesterday as Government sought to acquire a supplementary of over $7 million to go towards the Ministry of Transport and works to complete a number of projects across the island.<br />
Kellman stated that the answer is in utilizing parallel roads to take traffic off the ABC Highway. He alluded to a problem area, Warrens where he suggested that a road can be developed to take traffic away from Warrens Roundabout into the Arthur Seat Road to the Warrens Development Road, through Cane Garden, Padmore Village, thereby giving motorists more options.<br />
Coming from the Hothersal Roundabout to Warrens, he suggested making use of the intermediary road on the left to put the traffic unto Green Hill without coming to the heavily congested Warrens.<br />
He opined that flyovers are not the answer either, as they would serve only to take traffic from one section of the highway and place it unto another road.<br />
Kellman thanked Minister Boyce for the work planned for St. Lucy, lamenting that the parish had to suffer for 14 years and has a whopping 115 tenantry roads in that constituency. (JH) (Barbados Advocate)</p>

			<content:encoded><![CDATA[<p>A traffic solution for Barbados, including the busy Warrens area, is as easy as ABC, but the highway which goes by that name should not be main focus of it.</p>
<p>That&#8217;s the view of St. Lucy MP Denis Kellman, who said he was &#8220;sick and tired&#8221; of suggestions that the ABC Highway should be the centre of the island&#8217;s traffic woes, saying attention needed to be paid to the minor roads feeding into that main artery, which stretches from St. Michael to Christ Church.</p>
<p>Building flyovers was not the solution either, said the CARICOM ambassador.</p>
<p>Speaking in the House of Assembly during debate on major road works across the country, he said:</p>
<p>&#8220;As much as we continue to talk about the ABC Highway we are really fooling ourselves in here when we believe that the only solution to the traffic problems is to continue to expand that road. Every time you add a lane you add twice as much confusion and it is time that we recognise in here that the solution to the traffic problem cannot be the expansion of the ABC Highway, but the building of parallel roads,&#8221; he suggested.</p>
<p>&#8220;We cannot continue to attract traffic to one road. We need to build roads to take traffic off the ABC Highway and that is what is happening. We are in here all the time talking about the ABC Highway as if this is the only solution and the more you talk about it and the more you look at it from the time the ABC Highway was built you had traffic confusion, from the time it was expanded it got worse.</p>
<p>&#8220;There is no need that we continue to put traffic in Warrens when there is no need for the traffic to be at Warrens. We need to find side roads to take the traffic away from Warrens. If we do not do that all we will get is confusion.&#8221;</p>
<p>Kellman urged authorities to focus their attention on a number of roads, including as far as the St. Thomas Parish Church in an attempt to solve the traffic problems.</p>
<p>&#8220;I honestly believe that it is time that we recognise that when you get to &#8230; the St. Thomas Church that you widen that road through Content and you bring it down Cane Garden and all those roads, then when you get to Warrens &#8230; that instead of coming to get to Prior Park you have to come Warrens roundabout that you need to go through the development and put yourself into Clermont,&#8221; he said.</p>
<p>&#8220;Also, it does not make sense to have a road that leads to Collins (Warrens) and then on the other side of the development you can stand and see from one road to the other but yet still you can&#8217;t traverse. It is time that we connect those two roads and take the traffic off.</p>
<p>&#8220;Also in Arthur&#8217;s Seat when you go in by the (One) Accord building we have to find a way to put an exit onto the Arthur Seat road and take that traffic off the Jackson Road. If we do not do these things we will continue to have confusion.&#8221;</p>
<p>The MP said the problem was most pronounced during evening rush hour.</p>
<p>Kellman also said flyovers were not the solution because they kept traffic on the highway. (SC) (Barbados Today)</p>

			<content:encoded><![CDATA[<p>There has been much talk about the need for a fishing agreement between Barbados and the twin-island republic of Trinidad and Tobago (T&amp;T), but Barbados’ Ambassador to CARICOM believes that one such agreement is not nearly enough, there must eventually be a regional fishing agreement put in place.</p>
<p>“This belief in this day and age that one can go into another country’s territorial waters and just fish like that is no-no with me also, because we have a serious problem as it relates to drugs and other crimes and we must learn to appreciate that everybody must have a right to look after their own security and that is why I am saying that we must be proactive and see this as something that must occur within CARICOM and not just Barbados and Trinidad. We must have a regional fishing agreement even if it means moving out of my hands and into someone else’s hands,” Ambassador Denis Kellman said during an exclusive interview with the Barbados Advocate.</p>
<p>However, Kellman who is charged with the responsibility of securing a fishing agreement between Barbados and T&amp;T, said that several avenues are being explored in this regard and so the probability of finalising such a bilateral pact remains possible. On the other hand, he noted, as a country we also have to take into consideration that the situation which drove Barbadian fisherfolk to initially pursue the flying fish in Tobago’s waters, has changed. The ambassador explained that in fact the fish stocks in our waters have increased, and the demand to go to Tobago is not as great as it used to be.</p>
<p>“&#8230;As it stands right now, the best judge is to monitor the catches of the day boats, people tend to monitor the catches of the ice boats. But I am telling you that last season there were some day boats that could have beaten a lot of the ice boats or equalled them with their catches. Moreover, when you multiple the daily catches by seven days and consider that some of those ice boats go out for two weeks and you do a conversion, the days boats have been doing a lot better &#8211; so it tells you that the flying fish would have to be close at home,” he contended.</p>
<p>Nevertheless, Kellman said that negotiations with Trinidad are still on the cards, but persons must recognise that in negotiating, parties have to be very careful that they do not come over as if they are begging.</p>
<p>“&#8230;You also have to be very careful how you relate to the other party. There must always be a situation where you have something to give in exchange for what you want. If we are going to have a fishing agreement I strongly believe that Trinidad must come to the table with what they would expect from us and for us to sit down negotiate with them. Barbados has never been a begging country and I do not think that as Ambassador to CARICOM and with responsibility for the fishing agreement, that anybody can expect me to be in a biting capacity, it must be equal ground,” he added. 			<content:encoded><![CDATA[<p>Ambassador Denis Kellman, Member of Parliament for St. Lucy has expressed that the money given to the tourism industry, the increases in gasoline and bus fares, mentioned in the budget by the Minister of Finance and Economic Affairs, Christopher Sinckler are all steps in the right direction.<br />
Speaking during reply to the Budget in the House on Tuesday evening, Ambassador Kellman is of the opinion that one cannot quarrel about the said proposals.<br />
“I want to congratulate the decision to ensure that there is more money to market tourism and to protect our key market; the European market. There is no doubt that any money given to the tourism industry now to market it is a step in the right direction. We must do everything within our power to secure the tourism industry especially the United Kingdom.”<br />
In commenting on the increase of gasoline, he noted, “There is no doubt that we have to protect our foreign exchange and if we continue to give gasoline at a reasonable price we will either have to borrow or we would have to use the few cents we are earning from tourism to supply those persons who use it.”<br />
Ambassador Kellman indicated that there was not an increase in bus fares in this country for many years. “No one can quarrel about 50 cents increase in bus fares. If 50 cents will allow the Transport Board to remain in operation, I know that the public of Barbados would prefer to have a proper transportation system,” he said.<br />
According to Kellman, over the years, the Barbados Labour Party (BLP) has had large sums of money to ‘play’ with; however, he noted that if they had invested that money wisely we would not be in this position today; as the surplus would be able to erode the deficits created and we would have been in a better position.<br />
He also stated: “In 1992 to 1993, the Democratic Labour Party in hard economic times were able to have a surplus of $5,441,615.00. In 1993 to 1994, we were only able to have a small deficit of $8 million. But would you believe that the same party that wants you believe that $8 million in deficit on the current account is bad were able to give this country in 2003 to 2004 a deficit of over $300 million dollars.”<br />
Kellman added that this deficit is supposed to be at a time when things are bad, but in the case of the BLP they were bragging about economic growth but still had the highest deficit ever. (TL) (Barbados Advocate)</p>

			<content:encoded><![CDATA[<p>The former Barbados Labour Party, its bungling of the Warrens Office Complex contract and resulting near 70 million arbitration award to contractor Al Barrack, is to blame for the Nation Housing Corporation’s (NHC) current financial problems.<br />
That’s the view of St. Lucy MP Denis Kellman, who said it was therefore a “red herring” for BLP spokesman, St. Joseph representative Dale Marshall to point fingers at the current administration.<br />
During Tuesday’s (16/11/2010) debate on Government’s guarantee of a $40 million loan from FirstCaribbean Trust Merchant Bank to the NHC, Marshall said the Barbados National Bank, a long time financier, had refused to enter a loan agreement with Government, forcing it to turn to FirstCaribbean.<br />
But Kellman said the NHC’s problem started long before the current administration came to office in 2008 and any loss of goodwill by the BNB was beyond its control.<br />
“Everybody knows that the litigation matter between Barrack and the BNB started long… before the Democratic Labour Party took over and that the negative value at warrens had nothing to do with this Government,” he added.<br />
Credibility<br />
“The credibility of NHC… has more to do with the building at Warrens because there is nothing up there called collateral for NHC because the Barbados Labour Party handled the matter so badly that it took away every piece of credibility that NHC had.”<br />
Kellman said it was clear that BNB was not interested in lending NHC any money now giving the poor tract record left by the corporation under the management of the BLP.<br />
“BNB saw National Housing going into the market borrowing money to build a building after the valuation the building had no value because it was owed and owned by somebody else,” he asserted.<br />
“In other words…if BNB has an asset of $50 million on their books and then that same building has a claim of over $67 million it means that BNB, after watching National Housing seeking and receiving a loan on the same building and the building ended up with a negative value, then it is no wonder that BNB is not prepared to go towards National Housing.<br />
“They recognized that the policy of the last Government was so bad that national Housing was left in a state that it had an asset one morning and the next morning it ended up with a debt instead of an asset.” (SC) (Barbados Today)</p>

			<content:encoded><![CDATA[<p>A Government backbencher continues to make the call for the abolition of income tax and corporation tax in this country.</p>
<p>Speaking with the Barbados Advocate recently, Member of Parliament for St. Lucy and Ambassador to CARICOM Denis Kellman, maintained that both tax regimes are presently working against the country and not in our people’s best interest. He went on to explain that if the move is made to do away with both taxes, efforts would also have to be made to discontinue the payment of overtime and promote moonlighting. That, he maintained, would ensure that there is greater productivity within the business community.</p>
<p>“What we need in this country is the expansion of business, not retention of business. Right now what we are doing is keeping the same status quo and it is because we have something called corporate taxes where our businesses want to save, so they spend to save. But what they spend on, is to paint a wall, paint a building, change a light, you don’t want that, you want businesses to add a room, expand their production. So instead of going towards corporation taxes, you need to have a tax that will come off the sales,” he said.</p>
<p>To that end, Kellman is suggesting that value added tax (VAT), currently set at 15 per cent should be increased and a sales tax to replace the corporation tax introduced in Barbados. The MP is suggesting that by doing the latter, Government would attract more revenue. He added that by abolishing the income tax, they would be increasing the disposable income of those who currently pay that tax and for those who do not pay income tax and receive the reverse tax credit; he is suggesting that that credit be increased.</p>
<p>“You have to see it now as a tax on foreign exchange for the using of money. So as you consume you pay, if you don’t consume, you don’t pay,” he said.</p>
<p>The MP, who is also suggesting that overtime become a thing of the past and that Barbadians get into the habit of moonlighting, contended that this and the elimination of income tax should have been explored back in 1997, when VAT was first introduced.</p>
<p>“Remember that at the end of the day, what we are pushing for is a reduction in the cost of producing goods, so you cannot do it without thinking about the switch from overtime to moonlighting and the abolition of income tax. So it is not a piecemeal approach, it is a complete approach and a complete overhaul that I am asking for,” he said.  (Barbados Advocate)</p>
